| Abstract: | Práce se zabývá komparací základních principů důchodového systému v České republice (dále jen ČR) a ve Spolkové republice Německo (dále jen SRN). Stručně shrnuje historický vývoj těchto systémů, popisuje jejich stávající podobu a uvádí plánované reformní změny českého důchodového systému, které by měly vstoupit v platnost od roku 2013. Práce se zabývá možnou aplikací základních principů stávajícího důchodového systému SRN na podmínky ČR, která se opírá o demografickou prognózu obyvatelstva ČR. Tato implementace by ale vedla k deficitu státního důchodového účtu, proto ji nelze doporučit. Práce dále porovnává výkonnost penzijních fondů ČR a SRN. Různé legislativní požadavky na penzijní fondy jsou příčinou odlišné výkonnosti těchto fondů. V SRN je roční výnosnost znatelně vyšší než v ČR. Součástí důchodové reformy v ČR je úprava legislativy související s penzijními fondy, která by měla zapříčinit nárůst výnosnosti fondů. Závěrečná část práce zhodnocuje provedenou analýzu a předkládá vlastní názor na dílčí reformní změny. Z analýzy vyplývá, že hlavní změna, kterou je vytvoření nového pilíře důchodového systému, bude výhodná především pro osoby s nadprůměrnými měsíčními příjmy. Nový pilíř ale nevyřeší hlavní problém stávajícího důchodového systému v ČR, deficit státního důchodového účtu. Doporučené řešení souvisí s přijetím opatření vedoucích ke zvýšení počtu plátců systému, tedy se zvýšením porodnosti a se snížením míry nezaměstnanosti. Souvisejícím ekonomickým cílem je růst ekonomiky ČR. |
| Abstract in different language: | This thesis is dealing with comparison of the basic principles of the pension system in the Czech Republic and Germany. It concisely summarizes historical development of these systems, describes their current condition and mentions the planned reform changes of the Czech pension system which should come into force in 2013. This thesis concerns possible application of the basic principles of the German pension system in conditions of the Czech Republic. This application is performed on basis of the demographic forecasts of Czech population. But this implementation would lead to deficiency of the political pension account. Therefore it is not possible to recommend it. The thesis further compares efficiency of pension funds in the Czech Republic and Germany. The reason for the different efficiency of pension funds is different legislative requirements on these funds. If we compare annual rate of profit in Germany and the Czech Republic, the German profit is significantly higher. The pension reform in the Czech Republic also includes modification of legislation which is related to pension funds. The modification should cause growth of their profit. The final part of this thesis judges the performed analysis and introduces my own opinion on the component reform changes. The result of this analysis is that the major change, which is creation of the new column of the pension system, will be profitable especially for people whose monthly salary is higher than average. But the new column does not solve the major problem of the current pension system in the Czech Republic. The problem is deficiency of the pension account. There is solution of this issues recommended in this thesis. The solution includes the acceptance of measures which would lead to increase in number of payers. That basically means increase in birth rate and decrease in unemployment. |
