| Abstract: | Práce je zaměřena na mandatorní výdaje v České republice, protože tvoří značnou část výdajů státního rozpočtu. Díky jejich neustálému růstu se zvyšují celkové výdaje, a tím pádem se spotřebuje větší část příjmů, což směřuje k zadlužování státu a veřejné finance se stávají dlouhodobě neudržitelnými. Cílem práce je analyzovat strukturu a vývoj mandatorních výdajů České republiky ve vybraných letech. První část práce je zaměřena na charakteristiku jednotlivých položek mandatorních výdajů v členění na zákonné mandatorní výdaje, ostatní mandatorní výdaje a quasi mandatorní výdaje. Ve druhé části práce je analyzován vývoj mandatorních výdajů a příčiny, které k němu vedly v letech 2005 - 2010. Závěrečná kapitola hodnotí řešenou problematiku především ve vztahu k sociálním transferům. Součástí poslední kapitoly jsou též úsporná opatření vlády, která jsou součástí probíhající reformy veřejných financí, a jejich možné dopady na vývoj mandatorních výdajů. |
| Abstract in different language: | The Bachelor's thesis focuses on the Czech Republic mandatory expenses as it represents a substantial part of the government budget expenditures. As the mandatory expenses continues to grow, the total expenditures grow and thus use up a bigger portion of the government budget revenues, which leads to the growth of the public debt and makes public financing unsustainable. The goal of this thesis is to analyze the structure and the evolution of the Czech Republic mandatory expenses in selected years. The first part of the work lists the individual items of mandatory expenses, namely statutory expenses, other mandatory expenses and quasi-mandatory expenses, and provides their characteristics. The second part offers the analysis of the evolution of mandatory expenses between 2005 and 2010, and its causes. The final chapter evaluates the matter in regard to social transfers and deals with the austerity measures taken by the government during the current financial reforms as well as with their potential impact on the evolution of mandatory expenses. |
