| Abstract: | diplomová práce zpracovává problematiku svěřené správy majetku. V první části práce jsou představeny městské části jako subjekty práv, definici veřejného majetku a původ majetku hl.města Prahy zejména s ohledem na jeho přechod z vlastnictví státu. Zbylá část pojednává o omezeních vyplývajících ze Statutu hl.města Prahy včetně popisu tvorby rozpočtu hl. města Prahy. Závěr je věnován povinnostem, které se ke svěřené správě váží ze zákona v podobě principů transparentnosti, účelnosti a jednání s péčí řádného hospodáře. Celou práci uzavírá exkurz do ochrany majetkových práv městských částí u soudů, pravidla kontroly hospodaření a úvahy de lege ferenda. |
| Abstract in different language: | thesis deals with the issue entrusted asset management. The first part presents the district as subjects of rights, the definition of public property and the property of the City of Prague origin especially with respect to its transition from state ownership. The remaining part discusses the limitations arising from the Statute of the City of Prague, including a description budgeting hl. City Hall. The conclusion is devoted to the obligations that are entrusted to manage bound by law as principles of transparency, efficiency and conduct of due diligence. The whole work concludes excursion to protect property rights in the courts, rules of public management control and reasoning de lege ferenda. |
