| Abstract: | Rigorózní práce je rozdělena do pěti hlavních tematických částí. Čtenář prochází úvodní a historickou částí, která čtenáři předkládá širší souvislosti a ozřejmuje kontext a původ veřejného zadávání v rámci chápání soudobé právní úpravy. Praktická témata pak práce nabízí od kapitoly čtvrté, kde autor předkládá vybraná problematická ustanovení zákona, která by mohla být z pohledu zadávání zdrojem nejasností, případně chyb. V páté kapitole jsou popsány nejčastější pochybení zadavatelů při zadávání veřejných zakázek s tím, že autor navrhuje i určitá východiska minimalizující chybovost při zadávání. |
| Abstract in different language: | This thesis is divided into five main thematic parts. The reader goes through an introduction and historical part, which presents wider contexts and origin of public procurement in the context of understanding the contemporary legal regulation. Practical topics are offered in chapter four, where the author presents selected problematic provisions of the law, which could be a source of confusion or mistakes. The fifth chapter describes the most frequent mistakes of contracting authorities in awarding public contracts, with the author suggesting some points minimizing the error rate in the procurement. |
