| Abstract: | Tato bakalářská práce řeší problematiku finanční kontroly na úrovni obcí. V teoretické části jsou zpracována teoretická východiska k řešené problematice, především jsou popsány základní činnosti a funkce veřejné správy, jsou vymezeny základní principy fungování obce s důrazem na její finanční aspekty a je charakterizována finanční kontrola. V praktické části je představeno město Sušice v okrese Klatovy, na příkladu daného město je demonstrována problematika finanční kontroly v praktických souvislostech. Hlavním cílem práce bylo provést demonstraci finanční kontroly na příkladu konkrétní obce a poté provést zhodnocení realizace a dodržování příslušných právních předpisů na úrovni územně samosprávného celku, konkrétně na Městském úřadě v Sušici. Mezi základní metody, které byly použity pro naplnění cíle, patří rešerše odborné literatury a deskripce právních předpisů, analýza dokumentů a syntéze zjištěných poznatků. |
| Abstract in different language: | This bachelor thesis addresses the issues of financial control on the level of municipalities. The theoretical concepts towards solved problems are processed in the theoretical part, there are mostly described the basic functions and activities of the public administration. There are mentioned the basic principles for functioning of municipalities, the emphasis is placed on financial aspects of municipalities, the term financial control is also defined in this part. The town Sušice is introduced in the practical part, this town is located in Klatovy District. This town is used as an example for the demonstration of the issues of financial control in municipalities which helps to gain better understanding of this problem from the practical point of view. The main goal of this thesis was the demonstration of financial control in the concrete municipality and the subsequent evaluation of realization and compliance of needed legislation on the level of territorially self-governing unit - The City Hall of Sušice. Among basic methods which were used for reaching the aim belong a search of professional literature and the description of legislation, the document analysis and synthesis of findings. |
