| Abstract: | Tato bakalářská práce se zabývá postavením přímo voleného prezidenta v parlamentích režimech států střední Evropy, jmenovitě v Rakousku, Poslku a Slovensku. Práce se zabývá klasifikací legislativních a nelegislativních pravomocí jednotlivých prezidentů a jejich reálným využitím. Prezidentské pravomoci jsou srovnávány na základě modifikovaného konceptu Metcalfové. Cílem práce je určit, zsa se pravomoci prezident liší. V úvodu práce je představeno teoretické vymzení pravomocí prezidentů v parlamentních režimech a koncepce míry prezidentských pravomocí podle Metcalfové. Následující analytická část se zabývá analýzou prezidentských pravomocí jednotlivých prezidentů. |
| Abstract in different language: | This bachelor's thesis focuses on the position of directly elected president in parliamentary regimes Central European countries, namely Austria, Poland and Slovakia. The thesis focuses on characteristics of legislative and non-legislative powers of individual presidents and their real use in practice. The powers of the presidents are compared based on a modified concept of Metcalf. The objective of this thesis was to determine whether the powers of the presidents differ. In the introduction is adduced theoretical definition of the powers of the president in parliamentary regime and the concept of measuring presidential powers of Metcalf. The following analytical part deals with analysis of the individual states and presidential powers. |
