| Abstract: | V diplomové práci se zabývám vývojem protikorupční politiky od roku 1999 až do současnosti. Pracuji s vládními dokumenty, protikorupčními strategiemi, akčními plány a jejich hodnoceními. Z každé protikorupční strategie jsem vybrala nejpodstatnější změny, které přispěly k zlepšení situace protikorupční politiky v České republice. Důležitou součástí práce je organizační rozložení aktérů v boji proti korupci, které lze rozdělit na vládní, nevládní a mezinárodní. Následující kapitola je věnována rozdělení protikorupčních nástrojů. V závěru své práce se věnuji prostředku transparentnosti, a to hlavně při financování volebních kampaní s ohledem na novelu zákona o politických stranách a novely volebních zákonů. Konkrétně analyzuji zavedení změn do praxe při financování předvolební kampaně voleb do Poslanecké sněmovny Parlamentu ČR, které se konaly na podzim 2017 a předvolební kampaně voleb prezidenta České republiky začátkem roku 2018. |
| Abstract in different language: | The following chapter is devoted to the distribution of anti-corruption instruments. At the conclusion of the work I dedicate attention to transparency itself, especially in the financing of election campaigns, with regard to the amendments to the law on political parties and amendments to electoral laws. Specifically, I analyze the implementation of changes in the financing of election campaign of elections to the Chamber of Deputies, which took place in autumn 2017 and the election campaign of the president of the Czech Republic at the beginning of the year 2018. On the basis of the amendments to the law on political parties was established the Office of Oversight of the Economic Management of Political Parties and Political Movements. This office should have an impact of their behaviour. Therefore I also mention procedures which are held by this office in the case of violations of rules in the management of political parties. The possibilities of remedies in such cases are also conveyed to the reader. |
