| Abstract: | Diplomová práce se zabývá státní službou jakožto právním poměrem zaměstnanců ve státní správě, principy fungování státní správy, historickým vývojem státní služby, její charakteristikou a modely. V práci je definován služební poměr jako pracovněprávní vztah ke státu, jeho povaha a druhy. Veřejnoprávní povaha a diferenciace jednotlivých služebních poměrů občanské a zvláštní státní služby je pak porovnána dle vybraných aspektů se soukromoprávní povahou pracovněprávní úpravy. |
| Abstract in different language: | Title: Civil Service and its Differentiation The thesis deals with the state service as a legal ratio of employees in the state administration, the principles of functioning of the state administration, the historical development of the state service, its characteristics and models. The thesis defines the service relationship as a labor-law relation to the state, its nature and types. The public-law nature and differentiation of individual service relationships of civil and special civil service is then compared according to selected aspects with the private-law nature of labor law regulation. |
