| Abstract: | Předložená diplomová práce se zabývá institutem opatření obecné povahy, zejména pak jeho pojetím, definičními znaky a vývojem. Jádro diplomové práce pak tvoří analýza, zda mimořádná opatření vydávaná dle zákona o ochraně veřejného zdraví v období pandemie onemocnění COVID-19, odpovídají vymezeným znakům, které jsou pro opatření obecné povahy typické. V závěru práce pak nechybí zhodnocení mimořádných opatření z hlediska jejich ústavní konformity. |
| Abstract in different language: | The submitted diploma thesis deals with the institute of measures of a general nature, especially its concept, defining features and development. The core of the thesis is an analysis of whether the emergency measures issued under the Public Health Protection during the pandemic of COVID-19 correspond to the defined features that are typical of measures of a general nature. At the end of the thesis there is an evaluation of extraordinary measures in terms of their constitutional conformity. |
