| Abstract: | Robert Dahl rozlišuje v rámci své teorie demokracie mezi ideály a politickou praxí. Vytvořil nový koncept teorie demokracie, tzv. polyarchii. Polyarchie je označením pro soudobé demokratické politické systémy. Je nutné upozornit, že polyarchie není ekvivalentem ideální demokracie. Polyarchie je definována na základě šesti kritérií a podmínek. Těmi jsou volení státní činitelé, svobodné, spravedlivé a časté volby, svoboda projevu, alternativní zdroje informací, svoboda shromažďování a sdružování, občanství zahrnující všechny dospělé občany. Tato kritéria slouží k dosažení demokratických ideálů. Robert Dahl definuje ideální demokracii na základě pěti kritérií, jimiž jsou účinná participace, volební rovnost, poučené porozumění, kontrola nad nastolováním témat, zahrnutí všech dospělých občanů. I když nemohou být zmíněná kritéria nikdy bezezbytku naplněna, je důležité se v rámci demokratizace politických systémů o toto naplnění pokusit. Historie ukázala, že ideály nelze bezezbytku naplnit. Robert Dahl představuje tři demokratické transformace. Spíše než k proměně demokratických ideálů dochází v rámci demokratických transformací k proměně praktické realizace zmíněných demokratických ideálů, a to z důvodu proměny podmínek a prostředí, ve kterém se tato realizace uskutečňuje. |
| Abstract in different language: | Robert Dahl points out the clash between ideals and political practises in democratic theory. He created a new concept of polyarchy. Polyarchy is actually existing democratic political system. But polyarchy is not equivalent to an ideal democracy. Polyarchy is a set of six criteria and conditions. There are elected officials, free, fair and frequent elections, freedom of expression, alternative sources of information, associational autonomy, and inclusive citizenship. These criteria try to achieve democratic ideals. Robert Dahl defined an ideal democracy by five criteria. There are effective participation, voting equality at the decisive stage, enlightened understanding, control of the agenda and inclusiveness. The criteria of polyarchy and democratic ideals cannot be perfectly met. But it is important to try to achieve the ideal of democracy by democratization of political systems. The fact that polyarchy and ideal democracy cannot be perfectly met is improved by history. According to Robert Dahl there were three democratic transformations. It was not transformation of democratic ideals but transformation of realization of these democratic ideals. This implementation varied because of different conditions and backgrounds where polyarchy was established. |
