| Abstract: | Tématem práce je vzrůstající role čínské rozvojové pomoci v Africe a následky této pomoci. Hlavním cílem práce bylo potvrzení teze, že čínská rozvojová pomoc napomáhá k udržování autoritářských režimů. K prokázání této teze byla zkoumána povaha čínské rozvojové pomoci ve třech afrických zemích - Angole, Súdánu a Zimbabwe. Výsledky ukázaly, že čínská rozvojová pomoc je značně ovlivňována přítomností nerostných surovin na území daného státu. Při zkoumání prodeje čínských zbraní též vyšlo, že objem zbraní proudících do jednotlivých zemí je nepřímo úměrný stavu demokracie. Srovnání rozvojové politiky USA a Číny ukázalo, že oba státy vnímají tuto politiku optikou realismu a přestože je možné označit Čínu jako škodlivého dárce, Spojené státy neprovozují tuto politiku ani zdaleka ideálně |
| Abstract in different language: | The theme of this paper is growing role of China in Africa through development aid and its consequences. The main aim of this work is to confirm the thesis, that Chinese development aid is resulting in fostering authoritarian regimes in Africa, which can be viewed as problem of contemporary world. To prove this thesis, there was studied the nature of Chinese development aid in three African countries - Angola, Sudan and Zimbabwe. The results have shown, that Chinese investments are strongly influenced by the presence of natural resources in these states and China is trying to secure means for its own development without any regards on good governance or democracy. Second researched issue was trade of Chinese arms in three chosen countries and comparison of these figures with the state of democracy. The results were, that the worse the democracy score, the bigger are the volumes of Chinese arms trade. Last aim was a comparison between development policy of emerging China and global hegemonic power USA. The policy of both states is primary driven by national interests and development aid is best viewed in perspective of realism. In the light of researched data, we can say that notion rogue donor can be attributed to China, although policy of USA is also far from ideal. |
